California city asks FBI to review black student's shooting
McDade, 19, was fatally shot on March 24 after police received a 911 call about an armed robbery. Officers responded and discovered McDade and a second teenager at the scene.
When the teens split up, they chased McDade and shot him when they thought he was reaching for a gun.
Police in Pasadena, California, asked the FBI this week to review the shooting death of McDade, an unarmed black college student, by two white officers.
Pasadena Police Chief Phillip Sanchez said in a statement posted Thursday on the department's website he had asked the FBI to consider reviewing the shooting.

Sexualized Clothing on Kids Sends Troubling Signals
Earlier studies have found that adult women who dress in revealing clothing are seen as less competent than women who are more buttoned-up. One study published in the Journal of Personality and Social Psychology in November even found that scantily clad men suffer similar judgment.
Clothing for young girls has become increasing sexualized, said Sarah Murnen, a social psychologist at Kenyon College in Ohio and the senior author of the new study. Last year, a study by Murnen and colleagues found that 30 percent of children's clothing at major retailers had sexualizing characteristics. Abercrombie Kids had the highest proportion of sexualized kids' clothes, with 72 percent of preteen clothing featuring sexualizing aspects, such as suggestive writing, slinky material or a revealing cut.
With this in mind, Murnen and her colleagues wanted to find out if people judge sexily clad preteens the same way they do adult women.
"Given that we now have more sexualized clothing for girls, how might that affect how people see them?" Murnen asked LiveScience.

The researchers recruited 162 students, 106 of them women, to view photographs of a prepubescent blonde white girl wearing one of three different outfits and rate them on traits such as competence and intelligence. In the "childlike" condition, the girl wore a gray shirt with ruffled sleeves, jeans and Mary Jane-style shoes. In the "ambiguously sexualized" condition, the girl wore a modest-length dress with a leopard-print pattern — a pattern that is often associated with sexy clothes, but is not overtly sexual.

In some photos, the girl was described as an average fifth-grader who enjoys reading and is a member of the student council. In others, she was described as being a top reader at the top of her class and president of the student council.
Describing the girl as a higher achiever did prompt people to rate her as more intelligent and capable, as you might expect, Murnen said. But across the board, people's rankings of the girl's capability, competence, determination and intelligence dropped when she wore the obviously sexualizing outfit. They also ranked her as having lower self-respect and less morality than more modestly dressed versions.
Sexualization and self-respect
"They did see her as less competent and less moral and less self-respecting, as if we are blaming the girl for wearing that clothing," Murnen said. Most likely, she added, preteens who pick these clothes aren't doing so out of a desire to appear sexual, but out of a desire to fit in and look stylish.
"I don’t think they necessarily think, 'This might make me appear not very serious to an adult,'" Murnen said. But if teachers or other authority figures make these negative judgments, she said, they may write them off as bad students and pay them less attention.Air Jordan Shoes
In fact, when the researchers asked participants for feedback after the experiment, many were quite aware of their judgments.
“I formed my assumptions based on her outfit even after being aware of her accomplishments," one woman wrote.
"Seems like a caricature of a Bratz doll," wrote another man, referring to a line of sultry-eyed, mini-skirted fashion dolls. "Overall first impression isn't strong."
Sexy clothing may also be a problem for reasons internal to the girl, Murnen said.
"Monitoring your body in terms of how it looks — self-objectification — has been found to be unhealthy in terms of increasing body dissatisfaction and putting people at risk for depression and eating disorders," Murnen said. Audit: Gas lines tied to fracking lack oversight
Amid the gas-drilling boom, private companies have put in hundreds of small gathering pipelines in recent years to collect new fuel supplies released through the high-pressure drilling technique.
Nationwide, about 240,000 miles of gathering pipelines ferry the gas and oil to processing facilities and larger pipelines in the major energy-producing states. Many of these pipelines course through densely populated areas, including neighborhoods in Fort Worth, Texas.
The Government Accountability Office said in its report issued Thursday that most of those miles are not regulated by the U.S. Pipeline and Hazardous Materials Safety Administration, which means they are not regularly inspected for leaks or corrosion.cheap jordans
In some states, officials don't know where the lines are.
Emily Krafjack, who lives in the gas-rich Marcellus Shale formation in Pennsylvania, said many local residents have no idea that the pipelines near their homes are not overseen by federal regulators. Gathering lines that run in the rural northeastern corner of the state receive no federal oversight if there are fewer than 10 homes within 220 yards of the pipeline.
"Who would ever think that they could run something like this next to your home and it wouldn't have any regulations attached to it?," said Krafjack, a former community liaison for Wyoming County, Pa., on gas issues.
Nationwide, there are about 200,000 miles of gas gathering lines and up to 40,000 miles of hazardous liquid gathering lines in rural and urban areas alike, ranging in diameter from about 2 to 12 inches. But only about 24,000 of those miles are regulated, according to the report.
The industry is not required to report pipeline-related fatality, injury or property damage information about the unregulated lines. PHMSA only collects information about accidents on the small subset of gathering lines that the agency regulates, but that data was not immediately available Thursday.
The pipeline agency is considering collecting more data on the unregulated gas gathering lines, but the plans are still preliminary and have met with some resistance from the natural gas industry. Agency officials are reviewing more than 100 public comments received about their proposal for gas lines, and also plan to propose a rule that will cover hazardous liquid gathering pipelines by the fall, said Jeannie Layson, a spokeswoman for the Pipeline and Hazardous Materials Safety Administration.jordan shoes
PHMSA delegates some enforcement of its rules to state-level pipeline safety authorities, who the Government Accountability Office surveyed to understand the array of risks associated with gathering lines.
Those state-level agencies told the auditors that construction quality, maintenance practices, unknown locations, and limited or no information on current pipeline integrity all posed safety risks for federally unregulated gathering pipelines.
The expansion of hydraulic fracturing, which involves shattering rock thousands of feet underground with a combination of water, sand and chemicals, promises staggering yields, and drilling also comes with promises of job creation and economic opportunities.
But in Fort Worth, where dozens of new gathering lines have been laid in recent years to capture supplies from hundreds of new wells, some residents say there aren't enough protections from leaks and ruptures due to corrosion.
"It's ridiculous," said Jerry Lobdill, a retired chemical engineer who lives in a Fort Worth neighborhood near several new gas wells and has several lines running near his home. "The gathering lines are unregulated, the city doesn't know where they are, and they're buried so you can't see them."
The recent surge in drilling also has led California lawmakers to write new laws to increase oversight of the industry.
Assemblyman Bill Wieckowski, D-Fremont, is sponsoring a bill now pending before a state Senate committee that would require gas and oil producers to disclose what chemicals they are using when they engage in hydraulic fracturing.
"If we're on this cusp of a boom then maybe we at the very least need to know where these lines are," Wieckowski said.

He pointed out that in the New Yorker's iPad app, the text on some pages is rendered as HTML, and the text on other pages is rendered as an image (.png) file. The New Yorker and other Conde Nast title have taken the heat for looking poor under the new display, but they're not alone. Titles from other magazine publishers -- we looked at Time magazine and Sports Illustrated from Time Inc., and at Esquire and O: The Oprah Magazine from Hearst -- all suffered from the same problems.
The only exception? Vogue, which launched its iPad edition the same day the iPad 3 hit stores. The title planned its debut in conjunction with the tablet's release, and thus was able to optimize for the iPad's "retina display" ahead of time, a Conde Nast spokesperson told us. The spokesperson added that the company is "working to optimize the rest of our digital edition portfolio over the next few weeks."

The New Yorker's text appears pixelated on the iPad 3 (viewed at 100%).
But what will the 'optimization' process entail? How much will it increase file sizes? (We noticed, for instance, that Vogue's premiere issue was a full 408 megabytes on the iPad 3, and less than 300 on the iPad 2.) We spoke with Zeke Koch, senior director of product management of Adobe's digital publishing arm, to find out. Adobe's software powers all of Conde Nast's editions for tablets.
Magazine publishers who use Adobe's software all begin with InDesign to developlayouts, Koch explained. Those layouts can then be exported in three different kinds of formats: as images (.png or .jpg), PDF or HTML. Different kinds of files -- images, for instance, or video and audio files -- are embedded within those larger file types.Since magazines began publishing on tablets, "virtually all" publishers have chosen to export their digital editions as PNG (.png) files, Koch said. "The primary reason they did that is because the fidelity is perfect. What you see on the desktop when you're designing is exactly what you see on the iPad when you're finished. Images are the fastest thing to load, and if you're trying to create a quick, effortless browsing experience, images are the way to do that," he explained.
"That was okay when there was only one screen size -- when you were just working with the iPad 1 and 2," he added. "When the iPad 3 came out, you were now dealing with a device with four times as many pixels." The iPad 3 applies an anti-aliasing filter to all low-resolution content, which blurs images ever so slightly. As a result, photographs still look about the same iPad 3, but the text looks a lot worse -- i.e., visibly blurry, or pixelated.
What Vogue did -- and what all other titles will have to do in the coming weeks -- is begin exporting their digital editions as PDFs, said Koch.
But what about file size? I pointed out to Koch that Vogue was nearly as large as Wired's first issue for the original iPad. Unfortunately, he said, magazine files will be larger for iPad 3 readers because the image and video files need to be delivered at a higher resolution. Owners of first and second-generation iPads will still be able to download smaller, lower-resolution files, however. "I'm not trying to make light of the situation, but how can you say it's murder if there's no body?" said 1982 Penn State alumna Wendy Silverwood, a saleswoman from West Chester, Pa., who said she believes Paterno was not given a fair shake. As recently as Thursday, Sandusky's lawyer argued in court filings that there wasn't enough evidence to support the charges relating to Victim 2. Sandusky, 68, faces 52 criminal counts involving 10 boys dating to the late 1990s and denies all the allegations.
The lawyer, Joe Amendola, told The Associated Press that a young man contacted him after Sandusky's November arrest to say he believed he might be the person referred to as Victim 2. After meeting with him, along with his mother and adult brother, Amendola was left with doubts.
"I wasn't sure he was," Amendola said. "I'm still not sure. I haven't been able to verify it. Jerry's very sure."
Amendola said that the young man told him Sandusky had not abused him, but that he later obtained a lawyer and cut off contact. Amendola does not plan to subpoena the young man and declined to identify him or his lawyer.

Penn State trustees have said Paterno's lack of follow-up after McQueary's report was behind their decision to summarily fire him in November, before the end of the football season. The dismissal of Paterno, who died in January of lung cancer, has rankled alumni and other supporters.
Even the year of the shower incident is in dispute.
Sandusky's lawyer said that his client is convinced it was in 2001, not 2002 as the prosecution has said, and that Sandusky offered to help Curley find the boy when the administrator asked him about McQueary's complaint. Amendola said Curley never mentioned McQueary's name, and Sandusky does not recall seeing McQueary.
Sandusky told Curley at the time that he knew the young man in question but they had been only horsing around, sliding around inside the wet shower, the lawyer said.
Sandusky said back then that "if Tim Curley wanted to verify that, Jerry offered to give him the name and number of the young kid," Amendola said. "Curley seemed satisfied with that," he said, and did not get the boy's name from Sandusky.
"The reason he remembers is that Jerry contacted him after that shower situation and said someone from Penn State may contact him," Amendola said. "He said nothing sexual occurred at that time between him and Jerry. In fact, the mother said Jerry was a godsend to the family."
Caroline Roberto, a lawyer for Curley, said only that Curley acted appropriately judging by what he knew at the time. Curley and Schultz have both denied the allegations and are asking a judge to dismiss the charges.
Prosecutors said this month in a court filing that they still did not know the boy's identity, raising questions about whether the man's lawyer contacted the attorney general's office.
Victim 2 is not the only mystery in the case.
There is a second alleged victim who has not been identified by investigators and is being called Victim 8. A grand jury report alleged he was seen by Penn State janitor Jim Calhoun in fall 2000 in athletic department showers with Sandusky, pinned against the wall as Sandusky performed oral sex on him.
Calhoun told another janitor and a supervisor what he saw, the grand jury said, but as of November suffered from dementia and was described as incompetent to testify.
Amendola considers the charges related to Victim 2 and Victim 8 the weakest part of the government's case.
"I think that creates a problem for the commonwealth," he said. "And the commonsensical reaction would be, if the stuff really occurred, why didn't they come forward and say, 'I'm the guy'?" cheap jordans for sale
State prosecutors, who need to be able to prove the ages of victims, declined to discuss the issue of the two identities.
"This case has been the result of an extensive investigation and an extensive grand jury investigation," said Nils Frederiksen, a spokesman for the attorney general's office. Privately held DesertXpress is on the verge of landing a $4.9 billion loan from the Obama administration to build the 150 mph train, which could be a lifeline for a region devastated by the housing crash or a crap shoot for taxpayers weary of Washington spending.
The vast park-and-ride project hinges on the untested idea that car-loving Californians will drive about 100 miles from the Los Angeles area, pull off busy Interstate 15 and board a train for the final leg to the famous Strip.
Planners imagine that millions of travelers a year will one day flock to a station outside down-on-its-luck Victorville, a small city where shuttered storefronts pock the historic downtown.
An alliance of business and political rainmakers from The Strip to Capitol Hill is backing the project that could become the first high-speed system to break ground under President Barack Obama's push to modernize the U.S. rail network — and give the Democratic president's re-election prospects a lift in battleground Nevada.
Transportation Secretary Ray LaHood has publicly blessed the train — it means jobs, he says — and it's cleared several regulatory hurdles in Washington.
Yet even as the Federal Railroad Administration considers awarding what would be, by far, the largest loan of its type, its own research warns it's difficult to predict how many people will ride the train, a critical measure of financial survival, an Associated Press review found.
There are other skeptics, as well.
"It's insanity," says Thomas Finkbiner of the Intermodal Transportation Institute at the University of Denver. "People won't drive to a train to go someplace. If you are going to drive, why not drive all the way and leave when you want?"
Construction cost projections have soared to as much as $6.5 billion, not including interest on the loan. Some fear taxpayer subsidies are inevitable.
Reid and other supporters point to research that shows 80,000 new jobs, but FRA documents show virtually all those would be temporary — no more than 722 would be permanent.
Victorville Mayor Ryan McEachron envisions a bustling transportation oasis with a hotel, restaurants, maybe even homes, on the proposed station site. He believes drivers can be enticed out of their cars, even in a region where the notion of rail travel can seem as distant as a New York subway.

A decision on the loan is not expected until mid-year, but the company has spent some $30 million sharpening its plan and refining ridership projections. Rising gas prices and increasing traffic congestion could help ticket sales, and the company is touting reduced air pollution from fewer cars on the road.
"It's Victorville that makes the project work," says chief executive Andrew Mack.
Far from being a train from nowhere, company planners see the struggling city of 115,000, once a stop on storied Route 66, as a collection point for millions of drivers heading north to Las Vegas. Bringing the line deeper into the populous Los Angeles area would raise formidable challenges, Mack said, from crossing numerous freeways to finding space for track.
The lot now stippled with spindly creosote bushes has room for 15,000 parking spaces. Bags would be checked through to hotel rooms. At peak hours, trains would depart every 20 minutes. Mack says an average round-trip fare could be as low as $75, though documents estimate $100.
Mack says the train will deliver convenience — and for a price, luxury — that studies show passengers want.
DesertXpress officials once boasted they would build the line with private dollars, but they now plan to rely on FRA financing to cover the bulk of the cost. Mack didn't directly answer if the company turned to the FRA because private investors were unwilling to take the risk, but said the loan terms are attractive.
"When somebody comes and tells me I will build a system that pays for itself, I'm suspicious," said Hasan Ikhrata, executive director of the Southern California Association of Governments, which questioned ridership potential in a report last year. "There is no high-speed rail system in the world that operates without subsidies."
The company is still arranging as much as $1.6 billion needed to cover its share of the construction bill for the roughly 200-mile line. Investments could hinge on the loan approval, which requires the company to convince the FRA that taxpayers won't get stiffed. In a worst-case scenario, the train would become government property if the company fails.
The low-interest loan would be about three times the combined amount the FRA loaned 32 other projects through the Railroad Rehabilitation & Improvement Financing program since its inception in 2002.cheap jordans for sale
If successful, the train could be a forerunner in a national high-speed rail network, while bringing a rich return for investors and delivering visitors to Vegas. It would also give Nevada residents an option to Southern California, albeit many miles from tourist hotspots like Hollywood or the beaches.
The company is seeking funds at a time when a proposed high-speed train running from San Francisco to Southern California has been questioned because of ballooning costs and fear it will sap taxpayer dollars.
Early company research projected the train would lure away nearly one in four car, bus and airline travelers, initially about 4 million people annually. The company now pegs first-year ridership at about 3 million, but that projection was trimmed to 2.5 million by government analysts who urged more study.
The risks are summarized in a 2007 study commissioned by ACS Infrastructure North America, a division of a global construction company that DesertXpress says is seeking a role in the project, that found most travelers were "broadly happy" going to Las Vegas by car or airline. While most travelers would be open to riding a train, the report warned the company would need to lure riders with pampering.
On clear roads, the 270-mile drive from downtown Los Angeles to Las Vegas takes about four hours. Planners say the train ride from Victorville to Las Vegas would take about 80 minutes, but it's debatable how much time would be saved after parking, boarding the train and reaching a Las Vegas hotel.
Round-trip flights from Los Angeles to Las Vegas can be booked for under $100.
The dream of uniting Southern California and Las Vegas by high-speed rail has been discussed for decades. In the mid-1980s, Las Vegas officials predicted a line would be running by 2000. DesertXpress, which would roughly parallel Interstate-15 on a pair of new tracks, has predicted for several years that it would soon break ground.
Reid initially backed a rival project that planned to use magnetic power to reach Orange County, but he jumped trains shortly after Rogich became co-chair of Republicans for Reid, a Nevada group with ties to the gambling industry that helped Reid win re-election in 2010.
The senator's office disputes any connection between his flip and Rogich's involvement in the campaign. Spokeswoman Kristen Orthman says Reid's decision was based on the viability of DesertXpress, while the magnetically powered project languished.
Marnell, another member of Republicans for Reid, is president of one of several companies under the DesertXpress corporate banner. He and his son, M Resort, Spa and Casino President Anthony Marnell III, are also investors.
Federal records show the elder Marnell has donated at least $15,000 to political committees connected to Reid since 2010, including a $5,000 donation in May to the senator's Searchlight Leadership Fund.
According to federal records, the company has spent at least $270,000 since 2006 lobbying at the House, Senate and federal offices.
Other investors include North Dakota businessman Gary Tharaldson, who donated $10,000 to a Reid committee in March, and transportation expert Tom Stone, who organized DesertXpress with partner Mack in 2005.
Nevada records show DesertXpress HRS Corp., headed by the elder Marnell with his son as a director, was authorized to issue 25,000 shares of stock. DesertXpress declined to say who held those shares, if issued, and in what amounts.
Not everyone in the high desert is on board with the project.
Thirty miles northeast of Victorville on I-15, officials in Barstow fear they'll lose 2,300 jobs. The impact will be "unsustainable," Mayor Joe Gomez wrote to LaHood in October 2010, according to a letter released under a public records request.
To appease those concerns, McEachron said the station's proposed location was moved about halfway to Barstow. The patch of vacant land is so remote the city would have to annex it.

At the C.S. Mott Children's Hospital in Michigan, Urbach's concert raised money for a Ronald McDonald space within the hospital and for its bedside music program that provides live music in the neonatal units, said Elaine Sims, director of the Gifts of Art program at the University of Michigan Health System.
"Another grant from Jourdan is funding a music delivery system for our pediatric oncology inpatients," she said. "The funds Jourdan has raised for us have inspired others to give. It's a cumulative snowball effect that just keeps growing."
About three years ago, Urbach founded another nonprofit organization, the International Coalition of College Philanthropists, which raises money through various campus events for health, education and shelter projects.
ICCP "allows university students to leverage a network of students and college campuses to raise a lot of funds ... and then intelligently inject them into microfinance projects," said Urbach. In its first year, the organization donated $40,000 to build a clinic in Ghana, fund a Connecticut chapter of the Multiple Sclerosis Society and finance several Third World projects, including education for 20 children in rural India, he said.Coach Outlet

The peculiar marriage of Viola Drath and Albrecht Muth, by turns tempestuous and detached, ended last August when Drath was found dead inside the couple's fashionable row house. Her husband, who reported finding her body, was charged with murder. The slaying of an elderly socialite in the tony Georgetown neighborhood captivated Washington. But the substance of the allegations has so far been overshadowed by bizarre twists and turns that have lent the case a circus-like atmosphere and veered it off-course. Muth, 47, has fired his lawyers, suggested the killing was an Iranian hit and demanded the right to wear in court a military uniform that prosecutors say was actually tailor-made for him in South Carolina. He has gone on hunger strikes, likened himself to Moses and Jesus and reported visions of the archangel Gabriel. As prosecutors seek an indictment, a judge has sent Muth to a mental hospital and ordered a psychiatric evaluation before he can stand trial. An assessment of his mental competency is expected next month. Friends say they were befuddled by the marriage. Drath was a stately presence in political and social circles; Muth appeared a much-younger poseur. They say she gravitated to him to placate her loneliness after her first husband's death while he glommed onto her social status to gain access to a world of dignitaries. It was a marriage, Muth has said, of "convenience." But it was also tainted by allegations of domestic violence and interrupted by Muth's affair with a man. "My own view was it was kind of odd for a woman of her heritage and a woman of her brains to marry a young guy like that. What is it — a 40-year difference?" said Warren Adler, a novelist who met Drath when she wrote on culture and fashion for a magazine, "Washington Dossier," his wife edited. In the days leading up to Lehman's September 15, 2008, bankruptcy filing, Geithner, in his role at the New York Fed, made more than 35 phone calls to then-Lehman Chief Executive Richard Fuld and at least 10 calls to JPMorgan chief Jamie Dimon, according to the creditors' committee.cheap jordan shoes
